$$
\sqrt{2 \times 70 \times \mathrm{R}_{\mathrm{E}}}+\sqrt{2 \times \mathrm{h}_{\mathrm{R}} \times \mathrm{R}_{\mathrm{E}}}=50 \times 10^3
$$
Putting $R_E=6.4 \times 10^6 \mathrm{~m}$ and solving we get $\quad h_R=32 \mathrm{~m}$
