In $\mathrm{CrO}_2 \mathrm{Cl}_2$ oxidation state of Cr is +6 $$ \begin{aligned} & \mathrm{Cr}(\mathrm{VI})=[\mathrm{Ar}]^{18} 3 \mathrm{~d}^0 \\ & \mathrm{Mn}(\mathrm{VII})=[\mathrm{Ar}]^{18} 3 \mathrm{~d}^0 \\ & \mathrm{Fe}(\mathrm{III})=[\mathrm{Ar}]^{18} 3 \mathrm{~d}^5 \\ & \mathrm{Ti}(\mathrm{III})=[\mathrm{Ar}]^{18} 3 \mathrm{~d}^1 \\ & \mathrm{~V}(\mathrm{IV})=[\mathrm{Ar}]^{18} 3 \mathrm{~d}^1 \end{aligned} $$ Hence $\mathrm{Cr}(\mathrm{VI})$ and $\mathrm{Mn}(\mathrm{VII})$ have same $\mathrm{d}^{\circ}$ configuration.
