All India Quota (AIQ) is 15% of government MBBS seats, managed by MCC and open to students from any state. The remaining 85% is State quota, managed by each state authority and generally reserved for that state's domicile candidates.
Yes. You can register for MCC (AIQ plus Deemed) and your home-state counselling at the same time. But NMC rules do not allow holding two seats after joining, so you must resign from others before reporting to your final college.
If you join a college after a round and then resign to switch, you can lose your security deposit and become ineligible for the remaining MCC rounds that year. Not reporting before joining ("free exit") usually costs only the deposit while keeping you eligible for later rounds. Read the current MCC information bulletin for the exact terms.
It can be fine, but check three things first: how recent the NMC Letter of Permission is, the faculty strength listed on the NMC portal, and the attached hospital bed count. These decide the quality of your clinical training more than the college's newness.
Only if the university is on NMC's approved list when you enrol and your course meets FMGL rules: minimum duration, English medium, proper clinical training and a 12-month internship at the same foreign institution. Even then you must clear FMGE or NExT after returning. NMC itself says it does not certify any "recommended list" of foreign universities, so verify recognition yourself before paying anything.
